Noortje is a Dutch national, and sociologist. She holds a Master´s degree in Sociology from the London School of Economics and Political Science, Britain and a BA in sociology and Italian from the University of Cardiff, Great Britain, and the University of Parma, Italy. She has a diploma on forced displacement and refugees (Diploma) from the University of Peace, Costa Rica.

Noortje worked at ILO headquarters in Geneva before joining the San Jose Office in 2008.

She is a specialist in social development and human rights, in particular children´s rights and child labour.

Prior to joining the ILO, she worked as an independent consultant with several NGOs, academic institutions, ILO, IOM,UNICEF, CEJIL, World Bank and USDOL in Latin America, Africa and Europe. Noortje is fluent in Spanish and English, and has working knowledge of French and Italian. Her mother tongue is Dutch.
