About CASS

The Chinese Academy of Social Sciences (CASS) is the premier academic organization and comprehensive research center of the People’s Republic of China in the fields of philosophy and social sciences.

CASS was established in May 1977 replacing the Department of Philosophy and Social Sciences of the Chinese Academy of Sciences. Professor Hu Qiaomu was the first president accredited to CASS. Professor Xie Fuzhan is the current president.

CASS is now made up of 41 research institutes and 179 research centers across 300 sub-disciplines, which carry out research activities covering nearly all sub-disciplines. At present, CASS has more than 4,200 staff members in total, of which more than 3,200 are professional researchers.

Conducting broad international academic exchange remains one of CASS’s guidelines, and this has gained pace in recent years. The number of scholars participating in academic exchanges has gone from dozens of people divided into 10 batches in 1979, to over 4,100 people divided into 1398 batches in 1995. In the meanwhile, CASS has established a constructive relationship with over 200 research organizations, academic communities, institutions of higher learning, foundations and related government departments, covering more than 80 countries and regions.

How CASS is Promoting South-South & Triangular Cooperation

CASS, through its Bureau of International Cooperation, undertakes a variety of initiatives to promote South-South and Triangular cooperation for the achievement of the 2030 Agenda and the SDGs. Key activities include: 1) Organize people-to-people visits and training programs to deepen South-South academic exchanges; 2) Cooperation in the fight against the COVID-19 pandemic with academic institutions in developing countries; 3) Publish and distribute academic works in Chinese and English on the co-construction of the Belt and Road Initiative by Europe and Asia; 4) Strengthen exchanges on state governance and share empirical experience in poverty reduction; 5) Focus on the status of international hotspot areas and explore humanitarian aid programs. 1. Organize people-people visits and training programs to deepen South-South academic exchanges

From September 2019 to January 2020, at the invitation of relevant scientific and academic institutions in the Eurasian region, related institutes of CASS sent delegations of a total of 50 people to conduct academic exchanges in the Eurasian region.
From September 15 to 26, 2019, the Institute of Quantitative and Technological Economics, CASS hosted the 3rd International Workshop on “Construction of the Belt and Road Initiative and Energy Interconnection”, inviting young scholars from Eurasian, West Asian, South Asian and African countries to visit China, carrying out in-depth discussions and exchanges on various topics such as international energy cooperation, global energy governance, clean energy and microgrid development, and smart energy applications.
From December 4 to 13, 2019, the Institute of Russian, East European and Central Asian Studies, CASS and the Belt and Road Studies Network(BRSN) jointly organized an international advanced training course on China-Kazakhstan cooperation under the Belt and Road Initiative. Representatives from relevant government departments, research and academic institutions and think tanks from Kazakhstan participated in the training, exchanging views on topics such as the high-quality development and construction of the Belt and Road Initiative, economic and social development of China and Kazakhstan, and comprehensive deepening of reform and rule of law, and visited the China-Shanghai Cooperation Organization Free Trade Zone in Qingdao.

2. Cooperation in the fight against the COVID-19 pandemic with academic institutions in developing countries

Since the outbreak of the COVID-19 pandemic, the Belarusian Academy of Sciences and different Ukrainian universities have stayed in correspondence with CASS, expressing their condolences and solidarity. During the time, CASS donated a total of 25,000 masks to the Belarusian Academy of Sciences, Borys Grinchenko Kyiv University (Ukraine), and the Odessa National Maritime University for pandemic prevention and control through the embassies of these countries in China.
In addition, Belarusian State University, Belarusian Institute for Strategic Studies, the Ukrainian Academy of Sciences, the Ukrainian Academy of Diplomacy and other institutions held online seminars successively, inviting experts and scholars from CASS to give speeches and carry out discussions on various topics such as bilateral strategic relations, economic and trade cooperation, China studies, as well as cultural, people-to-people and educational exchanges under the context of the COVID-19 pandemic.
On July 19, 2021, at the request of the National Council for Scientific and Technological Research of Argentina (CONICET), the Bureau of International Cooperation of CASS organized an online exchange on “Vaccination and Pandemic Prevention and Control”. Li Meng, Director of the International Cooperation Department of China National Biotec Group (CNBG) of Sinopharm Group (hereinafter referred to as CNBG), spoke on the topic of “Progress and Prospects of Vaccine Research and Development to Combat the COVID-19 Pandemic - Efforts and Practices of CNBG”. He also exchanged views with a number of experts from Argentina, including Guillermo Docena, Principal Researcher of CONICET.

3. Publish and distribute academic works in Chinese and English on the co-construction of the Belt and Road Initiative by Europe and Asia

Since 2019 , in order to promote China-Eurasia cooperation under the Belt and Road Initiative, CASS has organized its scholars and experts from think tanks of countries along the “Belt and Road” to edit and publish series of books including China and Belarus: Forge Ahead Together in the “Belt and Road” Construction, The Development of Silk Road and Understanding China, Building the Belt and Road Together: From Sketch to Details, Starting A New Journey for High-Quality Development of the Belt and Road, and China and Georgia: the Belt and Road Construction and Development, etc. Most of the above-mentioned books have been published in both Chinese and English, with a focus on the systematic analysis of specific situations such as poverty reduction, pandemic prevention and control, and the fight against terrorism based on the current situation of economic and social development, and prospects and challenges of economic, trade and cultural and people-to people cooperation in Eurasian countries, and the elaboration of the vision of China and countries along the Silk Road in cooperating and achieving common development and prosperity.

4. Strengthen exchanges on state governance and share empirical experience in poverty reduction

On June 13, 2019, during the Conference on Interaction and Confidence Building Measures in Asia (CICA), the Institute of Russian, East European and Central Asian Studies, CASS and the Center for Strategic Studies under the President of the Republic of Tajikistan organized in Dushanbe a seminar on “Construction of the Belt and Road Initiative and Deepening China-Tajikistan Comprehensive Strategic Cooperation”. Experts and scholars at the seminar discussed cooperation between the two countries in terms of trade, investment, finance, connectivity, cultural and people-to-people exchanges, and security, etc. to help facilitate Tajikistan’s poverty reduction course and promote the high-quality development and construction of the Belt and Road Initiative.
On August 4, 2021, in order to deepen the exchange of experience in state governance between China and Uzbekistan, the Institute of Russian, East European and Central Asian Studies, CASS, the Embassy of China in Uzbekistan and the Institute of Strategic and Regional Studies under the President of the Republic of Uzbekistan jointly organized an international video seminar on “China and Uzbekistan: Strengthening Exchanges and Mutual Understanding, and Deepening Partnership”. The seminar focused on the state governance experience of China and Ukraine in terms of economic development, poverty reduction, anti-corruption, as well as the promotion of regional connectivity and high-quality development under the Belt and Road Initiative.
From December 14 to 15, 2020, the Publicity Department of the Communist Party of China and the Poverty Relief Office of the State Council hosted an International Forum on Global Poverty Reduction Experience themed “Advancing Global Poverty Reduction and Building a Community with a Shared Future for Mankind”. CASS hosted a special forum on “International Poverty Reduction: Theories and Practices” on December 15, where participants discussed over poverty eradication and sustainable human development, China’s path to and empirical experience in poverty reduction, and international cooperation in poverty reduction.
On August 15, 2021, CASS and the Ministry of Science, Technology and Innovation of Argentina launched a joint bidding process for the 2021 collaborative research project “China-Argentina Virtual Center for Social Sciences”, aiming to support CASS researchers and Argentine experts and scholars in the field of social sciences to carry out collaborative research on topics of common interest, such as poverty reduction and development, participation of emerging economies in promoting global governance, and urban-rural social and cultural development and changes, and to produce joint results, so as to provide intellectual support for the promotion of China-Argentina development and cooperation.
On October 14, 2021, CASS and the Latin American Council of Social Sciences (CLACSO) jointly organized the first event of the“Window of China and Latin America” online lecture series. Karina Batthyány, Executive Secretary of CLACSO, delivered the opening speech. Tang Xuewen, Head of the Research Division of Poverty and Well-being of the Rural Development Institute of CASS, gave a presentation on “Chinese Path of Eliminating Poverty: Allevating Rural Poverty in Building a Moderately Prosperous Society”. Also, Alicia Girón, Director of the Center for Asian and African Studies of the National Autonomous University of Mexico, and Julio Gambina, President of the Foundation of the Social and Political Research, Argentina. CLACSO broadcasted the event live through social platforms such as YouTube and Facebook.

5. Focus on the status of international hotspot areas and explore humanitarian aid programs

On July 30, 2021, the Institute of Russian, East European and Central Asian Studies, CASS and the Russian International Affairs Council co-organized a seminar on “The Security Situation in Central Asia and Afghanistan from the Russian-Chinese Perspective”. Since the withdrawal of the U.S. and NATO troops from Afghanistan, the unpredictable situation and development of Afghanistan has aroused worldwide concern. Both China and Russia are geographically close to Afghanistan, and it is important for the two countries to keep up with close communication on the situ``ation in Afghanistan, which would be of significance to promote peace and stability in Afghanistan and Central Asia. To this end, participants of the seminar carried out in-depth discussions and exchanges on the security situation in Afghanistan, and other issues including new challenges in the security situation in Central Asia and international humanitarian aid, so as to help facilitate Shanghai Cooperation Organization and the CIS Collective Security Treaty Organization to play their full role in promoting the process of peaceful settlement of the Afghan issue.

CASS “Case Studies of Targeted Poverty Reduction & Alleviation in 100 Villages

Starting from 2006, CASS launched projects of comprehensive national surveys, based on the understanding that solid research should be evidence and data-based. By organizing and implementing research projects, establishing research bases, a large number of scholars from CASS have carried out extensive and in-depth investigations and gone deep into the frontline of practice, studying major theoretical and practical issues faced by the country’s economic and social development. “Case Studies of Targeted Poverty Reduction and Alleviation in 100 Villages” is one of the feature projects, with broad and in-depth participation of almost all research institutes of CASS, led by the CASS Vice President. Based on interdisciplinary perspectives, it provides good practices, policies, and research products, combining theoretical and practical researches.

The project actively responds to the strategic deployment of targeted poverty reduction and alleviation made by the Chinese government. It gave full play to the knowledge and scientific research resources of CASS as a national think tank and academic institution, gathered superior human and material resources, and conducted fieldwork in more than 100 villages nationwide, which are selected based on sampling method.

By 2020, the series of “Case Studies of Targeted Poverty Reduction and Alleviation in 100 Villages” was officially released, including a general report, a case volume, and 78 village reports. The large-scale series covers most provinces in the country, involving various types of poverty-stricken villages, and also presents different forms of poverty alleviation paths, providing vivid dotted cases for China to achieve the goal of poverty alleviation by 2020. It also presents the practice of poverty alleviation in provinces and regions and provides a reference for consolidating the achievements of poverty alleviation and connecting with rural revitalization effectively.

In partnership with the United Nations Office for South-South Cooperation, CASS has started to share the knowledge products based on the “Case Studies of Targeted Poverty Reduction and Alleviation in 100 Villages” on South-South Galaxy, the global digital knowledge sharing and partnership brokering platform.

From 2022, CASS will select some excellent reports and cases of the series for multilingual publication, share China’s experience in poverty alleviation worldwide, contribute China’s wisdom to the realization of sustainable development goals, and help the world meet the challenges of sustainable development.
