The present handbook is an initiative of Counter-Terrorism Implementation Task Force (CTITF) Working Group on Protecting Human Rights while Countering Terrorism. The handbook, and a sister pocketbook, aim to assist the Member States in strengthening the protection of human rights in border security and management in the context of counter-terrorism, especially in the screening of individuals at borders. That initiative was funded by the United Nations Counter-Terrorism Centre.

The handbook covers policies and procedures around border security and management that are wide-ranging and raise a variety of issues related to human rights. The present handbook is not an exhaustive study of international borders and human rights. It focuses on specific human rights issues around policies and processes for screening and assessing individuals at international borders in the context of counter-terrorism.
