The five-day 3rd peer-learning session of Training on Management of South-South and Triangular Cooperation, co-organized by the United Nations Office for South-South Cooperation (UNOSSC), the Brazilian Cooperation Agency (ABC) of the Ministry of External Relations, and the Japan International Cooperation Agency (JICA), successfully concluded on 20 March 2015 in Brasilia.
41 participants from 40 countries in various regions participated and exchanged their knowledge and experience on management of South-South and triangular cooperation during the training session.
An overview of South-South and triangular cooperation management was presented. In addition, case studies focusing on the following five topics were presented by participants: (1) legal and institutional frameworks; (2) institutional management and coordination mechanisms; (3) project management; (4) human resources skills; and (5) communications skills and tools. The preparation of the Report on South-South Cooperation in Ibero-America, led by SEGIB, was the focus of a special session during the communication skills and tools segment. To acquire practical knowledge and experiences, a technical visit to EMBRAPA Genetic Resources and Biotechnology facilities was conducted.
Following each segment, participants had group discussions to analyze each case, share relevant local experiences and make recommendations. Participants then worked on compiling best practices in each of 5 topics.
Based on the analysis of best practices, each participant then prepared individual action plans which would further strengthen management skills of South-South and triangular cooperation moving forward at their own institutions. Participants specified concrete action steps, timeframes, necessary support and partnerships to actualize their action plans.
H.E. Mr. Johnny Muhindo, Ambassador and Head of the Americas and Caribbean Department, Ministry of Foreign Affairs, Uganda, who participated in the training session, said, “This is an important course because it trains people on how to deal with the issues that affect South-South cooperation activities and to spread the awareness about the essence of South-South cooperation”.
Another participant, Ms. Lita Lui, Principal Aid Coordination Officer, Aid Coordination and Debt Management Division, Ministry of Finance, Samoa, noted that “I think that this course is important for participants from all the different regions to gather and to learn from experiences in each region”.
